# yum install qt4-devel
Loaded plugins: refresh-packagekit
Setting up Install Process
Resolving Dependencies
--> Running transaction check
---> Package qt-devel.i586 1:4.5.2-3.fc11 set to be updated
--> Finished Dependency Resolution

Dependencies Resolved

Complete!

No help available:

By the way, neither Qt4 Designer nor Qr4 Assistant has icon in start-up menu:

I think you should fill a bug:
https://bugzilla.redhat.com/index.cgi
And ask the same question on devel-list (fedora-devel-list@xxxxxxxxxx).
