Yes, you can.  But it won't have any updated packages on it, and it has
less packages than are available for Fedora (one DVD isn't big enough
for that).  By the time you get around to installing more packages, many
of them will have been updated, so you'll need to get them from the
internet.

Look into making a local repo, for more information about what you want
to do.
