I have that turned off, and the alert set to mute.  And I hear no
sound effects.F11 x86_64

I can't remember if it required logging in and out, I've had it set for
so long.  If you consider it a bug, you should let the developers know
by filing a bugzilla at http://bugzilla.redhat.com  They might not
consider it a bug as they didn't put in an apply button so the changes
would take effect immediately.
