You should be downloading the rpm package from a repository, not the tar
ball.  I'm trying to determine if you have a problem with your web
connection, and that is causing your yum failures.  Use your browser to
go to 
http://mirrors.cat.pdx.edu/fedora/linux/updates/11/x86_64/
find the packages
libX11-devel-1.2.2-1.fc11.i586.rpm   	 12-Jul-2009 08:54   	 1.1M
libX11-devel-1.2.2-1.fc11.x86_64.rpm 	12-Jul-2009 08:54 	1.1M
and download the rpms to your system.

Put them in the directory
/var/cache/yum/updates/packages/

Now run 
yum update libX11-devel\*

Do the packages install properly?

I can't give you an answer as there is still not enough detail.  I
suggest you edit the file /etc/yum.conf and change the entry 
debuglevel=2
to
debuglevel=10
so you see lots of output from yum.  The actual error should now be
displayed.

Also try looking in the directory 
/etc/yum.repos.d/

Do you have the following two files there?
fedora.repo
fedora-updates.repo 

What are their contents?

As the other responders said, you haven't shown us the real error yet.
