Skype uses a proprietary system that isn't an open standard.
There are lots of H.323 and/or SIP clients available (e.g. Ekiga), that
can access services that do dialup and such and can offer phone numbers
for your computer. Try googling "voip clients +fedora" and "sip clients
+fedora"
