Why separate GA and updates directories?

Does anybody know the reason that Fedora separates GA and updates on its repositories? In case the question's not clear, I mean this:

GA:
http://download.fedora.redhat.com/pub/fedora/linux/releases/11/Everything/i386/os/

Updates:
http://download.fedora.redhat.com/pub/fedora/linux/updates/11/i386/

Personally, I have never found this distinction useful. In fact it has actually caused confusion on several occasions.

So, what's it for, and has simplifying it ever been considered? Sorry if this is an FAQ.
