Quite some time ago, several releases ago, X always ran and didn't quit when users logged out, and restart when they logged in. There would be problems for some people, as things would screw up with X running continuously. Now, it is restarted when someone logs in and out. GDM has its own X/graphics server (with its own settings, if you want).
