	If you mean what I think, right-click on an icon. You'll get a 
little popup menu, whose bottom entry, called "Lock to Panel," is 
probably checked. Click on it to uncheck that. 

	Then right-click again, and this time click on Move. That icon 
will now follow your cursor around, till you click again to drop it where 
you want.
