But the default runlevel is set in /etc/inittab, not in a script in /etc/event.d, whereas Ubuntu does the latter. To be more precise, Fedora's /etc/event.d/rcS script reads the runlevel from /etc/inittab, whereas in Ubuntu you'd edit the script directly to set your runlevel.
