I have the same issue and I suppose others have the problem too. As I
understand it, F10 uses a different technology to map keys, I think it's
called evdev.

I know for sure that the nxserver and the nx host system doesn't cause
this because I mostly use nx with CentOS host systems and this happened
when I upgraded to F10.

you might be able to fix that with xmodmap but I can't tell you exactly
how
