If the package isn't in the rpm database, you'd have to add it back before rpm/yum would remove it. How it got removed from the database and not from the file system is another matter (and depending on how curious you are, perhaps not worth the effort to try and track down). You could even use the --justdb option to rpm to get the package info into the rpm database without laying down the files again.
