Although, if you're using the limit system described at
http://www.redhat.com/docs/manuals/linux/RHL-8.0-Manual/admin-primer/s1-storage-quotas.html
, it shouldn't be that hard to just set up a separate quota system for
whatever filesystem /var/mail is on.
