I think, it's better to install and run gconf-editor, which is GUI based.
I do not think so,
1) to run gconf-editor, you need to have a session running.
2) I should have a minimum environment to run gconf-editor an effective
way.
3) fedora should be able to create an effective initial gnome environment.
