Considering what I do on my HP nc2400 with Centos after a
suspend/resume, I can work with this.

I'd happily go through all kinds of contortions to resume wifi with
the rest, but I don't know of any such tricks. Do you?

Sometimes a good old 'service network restart' does the trick.

I do not use NetworkManager on my nc2400 with my iwl card, I use wpa_supplicant and I use wpa_cli to force things. Rather old style, but it is Centos! (really love Centos, I have it on over a dozen systems in my house).

Because of this and because function keys don't work in F10,
So tell me about this one, please.

Volume control is one that I miss, and wifi on/off doesn't work
either. Brightness control does work, so I shouldn't have said none
did.

I use F9 with an old kernel+madwifi. A newer F9 kernel without madwifi may
also
work. F10 will probably not.
Reading the bug report, I think they will get this fixed.

I don't know what makes you think so, but I do hope you're right!
