EPEL is Fedora packages which are not included in RHEL rebuilt for RHEL/CentOS/Scientific Linux, it has nothing to do with this. 4.1.85 (4.2 Beta 2) is now in kde-redhat's "testing" repository. But please keep in mind that it is still a beta version. Do not expect that version to be stable just yet.
