You're missing a valid XML header there. HAL apparently doesn't care, but
still: <?xml version="1.0" encoding="UTF-8"?> should be there. And you're
also missing the deviceinfo and device tags.

The following is a valid 11-synaptics.fdi file:
<?xml version="1.0" encoding="UTF-8"?>
<deviceinfo version="0.2">
   <device>
       <match key="info.capabilities" contains="input.touchpad">
           <merge key="input.x11_options.MaxTapTime" type="string">0</merge>
       </match>
   </device>
</deviceinfo>

(This one disables tapping.)
