Don't have a clue about what is going on, but you can take several steps to see if you can fix this.

1) boot into level 1 and enable/disable the services,
or 1a) boot with selinux disabled(temporarily) using
enforcing=0 option, might be selinux getting in the way and preventing some services from starting.
2) boot into rescue mode from Fedora install DVD/CDs and then chmod /mnt/sysimage and run yum update from there and maybe a yum update can fix it,
3) boot the install DVD and chose upgrade option and maybe that will take care of the problem

Try one of those, whichever seems easier to do and report back.
