Try running this as root:

rpm -ivh http://download1.rpmfusion.org/free/fedora/rpmfusion-free-release-
stable.noarch.rpm http://download1.rpmfusion.org/nonfree/fedora/rpmfusion-
nonfree-release-stable.noarch.rpm
