If you are not using 100% CPU then that's not what you are running out of. You might look at free memory, but if your CPU full speed is 800 you probably just have a slow system in other areas.

I have no idea what you think you mean by your clock being used up, but something like "vmstat 10 10" will show you some things about what your system is doing. Look for swapping, low free memory, lots of disk activity. If you have CPU idle time, look elsewhere for the problem.

Also, what are you doing? If it uses network, that could be slow.
