[root@localhost ~]# cat /proc/sys/net/ipv4/ip_forward
1
[root@localhost ~]#

Try
modprobe iptable_nat
iptables -A POSTROUTING -t nat -o eth0 -j MASQUERADE

and make sure the host itself can ping the targets you are trying.
