i am still in f8/kde3 and here when i bring up 'control center',
'system settings' for kde4, there is a tab under 'desktop > panels'
shown as 'arrangement'.

within there is a selection 'length' where it can be set to 100% and
a check box '[] expand as required to fit contents'.

you may try looking for something similar in kde4.
