Yes, this enables a transition to Fedora 10. Instead of pointing to rawhide repos, your repos will be pointing to Fedora 10 location and mirror manager will automatically redirect you to the updates leading to Fedora 10 eventually.
This helps the users who have been using the rawhide/test releases to smoothly update to Fedora 10 without them having to manage the repositories manually.
