So you are running the NM service rather than the network service.
(They are sort of alternatives.)

You haven't said what happens if you type "system-config-network"
and press Enter.
Personally, I am asked for the root password.
I can see what package the application comes from:
--------------------------
tim@alice ~]$ which system-config-network
/usr/bin/system-config-network
[tim@alice ~]$ rpm -qf /usr/bin/system-config-network
system-config-network-tui-1.5.10-1.fc9.noarch
--------------------------
So if I didn't have this application I could get it by
"sudo yum install system-config-network-tui".
But that is probably not your question.
