The two "touch" commands should do less than the expected...

/.autofsck  is removed in a normal reboot.
It has value in an abnormal reboot often
after a power failure for example.

I think the user was expecting the result of

    touch /forcefsck

In the normal case /.autorelabel is also removed
Look at /etc/rc.sysinit for the place where mount points
are autorelabled when AUTORELABEL is tested for
both from /etc/selinux/config and the kernel command line.
