I don't know why /etc/services was labelled this way, but it is clearly an error. If /etc/services was incorrectly labelled it is possible that other files are also incorrect. one way to be fairly certain that your system is correctly labelled is touch /.autorelabel If you do this your system will be checked and relabelled on its next boot.
