Yes, pretty sure. You've only looked at 2 Fedoras (3 counting F9). RHEL
versions mean nothing to me. I know I've used this before and I know for
a fact that I didn't create the file the first time. I started with
RedHat Linux 3rd edition (i.e. pre-Fedora and pre-RHEL), which is over
10 years ago, so who knows?

I have /etc/sysconfig/desktop
        DESKTOP="KDE"
        DISPLAYMANAGER="KDM"
on the Fedora-9 laptop I'm using now.
I'm pretty sure I didn't write it.

I did install Fedora from the KDE Live CD,
which might be relevant.

Yes, the live cd kickstart file used to compose the KDE live cd automatically populates these entries.
