The word "legal" does not occur in that sentence so I have to assume that the word you refer to is "issue". That's a word with many meanings: http://dictionary.reference.com/browse/issue None of those meanings convey to me the idea that "we're prohibited by law from telling you what kind of problem this is". "An issue in the infrastructure systems" sounds like a *technical* problem to me. Björn Persson
