Basically you need to run a separate instance of the X server on another virtual console. This is usually handled by the Display Manager (*not* the Desktop Manager). Possible display managers include kdm, gdm, xdm etc. (you can pretty much mix and match display managers and desktops, e.g. kdm+Gnome). You need to figure out which one you're using and check its manual, unless XFCE already has a built-in function for this as KDE and Gnome do.
