If you're not afraid to build from source, there are some instructions on the net about how to fix this. Though I think there should probably be an option to enter an arbitrary version number, kind of like user-agent spoofing.

The ICQ servers seem to be blocking ICQ accounts using Pidgin or Kopete,
claiming that their protocol is "too old". I've not yet squawked this
to the Pidgin or Kopete people. It surely is annoying.
