Glipper applet doesn't start in F9

When I start my system (F9 running on x86_64), I get an error box
saying:

        The panel encountered a 
        problem while 
        loading "OAFIID:Glipper".
        
        Do you want to delete the applet from your configuration?
        
There also appear to be problems running the glipper applet; it doesn't
report the text selected properly.

This is surely a bug.  Where should it be reported?
