Is there a way to run a new kernel other than restart the machine?

You want to replace code that is currently being used in many currently running processes and have it work without any problems on the fly?

This as bad as expecting a new glibc to install and have already running programs use it instead of the old one.

No, not a good idea. If you want to use a new kernel, reboot.
