You flash them with a separate device. You can buy eprom burners.
If you have another computer than uses compatible eproms you can also
hot flash the eproms. (I had to do this once after I screwed up a bios
upgrade.) However, hot flashing is risky as it is easy to touch something
you shouldn't and damage your system or yourself.
