It is generally considered to be in the "don't bother" category.
I wouldn't mind looking into the preupgrade/anaconda code if
this is something that is feasible, but it would help to know which
problems I might encounter in that case.
Preupgrade/Anaconda is just using yum/rpm to handle this and you
probably want to post to fedora-devel list if you think you can help out
with the code.
