I'm aware it uses a wrapper, but it's still done (at least the downloading, dependency solving) while you are using the system.

I know Fedora isn't Ubuntu, but seriously, this would be a big deal for those of use with a ton of Fedora boxes and don't want to sneakernet or PXEboot the systems.

Look at preupgrade.

This is actually very cool.  How well does it work?
