What I can't fathom out is what actually enables and disable panels in gnome-panel, at the moment I have just one panel which is one I added called panel_0. If I go into the gnome configuration editor I can see configurations for Top Panel, Bottom Panel and Panel 0 but I can see nothing that enables or disables them.
