Correction: not quite "normal"
When using alsa/pulseaudio, I get clipping on loud sounds. It wasn't
there before, and it's not there if I use arts engine.

How is this kind of problem diagnosed/fixed usually?

That's because xine-lib-pulseaudio is now its own package so you can install it without all the other xine-lib-extras stuff.

And the PulseAudio backend is now actually reliable.

Got it installed and everything is back to "normal" -- thanks!
Would be nice if Yum could warn users about shit like this...
