All marketing.

All the Ubuntu policies are copied from either Debian (e.g. packaging format, 
only security updates for stable releases, Free Software*) or Fedora (e.g. 
6-month release cycle, Free Software*).

* (though they aren't quite as consistent as Fedora or Debian there, see 
their "restricted drivers" lameness)

What distinguishes Ubuntu from other distributions is the huge amount of 
marketing hype behind it.
