It just can't happen. I don't think that is true. It certainly is not true if the network service is running, and if you have an appropriate entry in /etc/sysconfig/network-scripts/ifcfg-<if>. But I'm pretty sure WiFi can work even if neither the network nor the NetworkManager service is running.
