Why don't you examine the package at a lower level? Look!

$ rpm -qpR scim-lang-bengali-1.4.7-8.fc9.x86_64.rpm
scim-bridge-gtk

/usr/lib/gtk-2.0/immodules/im-scim-bridge.so
/usr/lib64/gtk-2.0/immodules/im-scim-bridge.so
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(CompressedFileNames) <= 3.0.4-1

Do you see the two dependencies? Then check out the scim.spec file,
where a comment will redirect you to:
https://bugzilla.redhat.com/327151 -- According to that ticket, it is
like that on purpose.
