In order to connect to localhost:631, cupsd has to be running.  You have
not proved that yours is.  In fact, you have proved that yours is not.

system-config-printer is in a package by itself.  What does "rpm -q
system-config-printer" tell you?

Looks like you need to install system-config-printer

yum install system-config-printer
