On reading that, it seems to me that IEC didn't redefine anything, they sought to correct the earlier mistake and introduce alternative terminology.

btw I suspect Seymour Cray is more famous outside IBM circles than Gene Amdahl. Gene was IBM's equivalent, bot were lead developers (Gene the S/360, Seymour the 7600 etc), both were dissatisfied and left to establish their own companies, and both companies had significant effects in computing.
