3.1.0 is in rawhide (since Oct 23), so it will be in F9.  I'm not sure
if there are plans to push it as an update for F8.  Are there
compelling reasons to do that?  Are there any incompatible changes
that would bite users of the current F8 version?

If you think the update is warranted, file an RFE in bugzilla and see
if the maintainer agrees.
