You can buy software from the people that developed the RAR specification.
If you don't want to do that, consider using some other compression format.
gzip and bzip2 are reasonable choices. 7-zip provides a free (both meanings)
tool that will allow windows users to uncompress these formats (in the
event that was the reason you wanted to produce RAR files).
