It sounds like you have a configuration problem. When you set the
static address, did you remember to change BOOTPROTO to none instead
of dhcp? The configuration GUI should do it automatically, but if
you edit ifcfg-eth1 yourself, you have to change it.

Yes I have edited /etc/sysconfig/network-scripts/ifcfg-eth1 to show BOOTPROTO=none
