If rpm-build is part of rpmdevtools then it is a problem with loading a new version. This can be solved with rpm -U but I think update knows this.

Because it could be a security fix. Updates are not marked as to WHY they are updated. (Unless you read the change log and sometimes that does not tell you either.)
