Is there a new way not to create the mail spool from command line?


Did you take a look at the /etc/default/useradd ?
Try adding this option to it:

CREATE_MAIL_SPOOL=yes


I prefer to change the default on the command line, thus there is no need to change the default on all computers and maybe I want to have accounts with and without mail spool at more or less the same time.
