Are you sure?
I have F7; in sshd_config is this:
#PermitRootLogin yes
Iow, this must be un-commented to allow root login.
Or, am I missing something here?

Yes, I did an installation of RHEL5 on a test server, an IBM X-Series Model 232. I was able to login remotely as root with the default configuration. To stop this I had to uncomment 'PermitRootLogin' and change the value to 'No'.
Didn't try on fresh Fedora installations though.
