Martin reassigned the bug to initscripts package which is maintained by Bill Nottingham. He would be the best person to know.
Let's wait for Bill's response on this.

And we have a response. It's been reassigned by him to udev... and by udev maintainer Harald back to asla-utils.
Great! We're back to square 1!
