It's not recommended; but, yes you can. Install fedora-release-6.4-noarch.rpm, first. Then edit, review, and change all your FC6 yum .repo files to point to the F7 repos. The repositories have changed to pay attention. Extras has been merged into the Everything repository. Good luck!
