I don't think it matters, does it?
If you actually want to compile the kernel,
go to /usr/src/kernels/2.6.21-1.3228.fc7-i686 or whatever,
and say "make xconfig" ...

But you don't normally need to re-compile the kernel
in order to compile a module.

I compiled a distribution kernel yesterday (for fun)
and it took hours because there were hundreds if not thousands of modules.
[I didn't run "make xconfig" but used the .config with the source.]
